Economist Ivan Mikloš will be the main speaker of the ENERGOFÓRUM® 2021 conference. In his lecture, he will focus on the challenges, opportunities and risks of post-COVID economic recovery. Former Deputy Prime Minister and Minister of Finance of the Slovak Republic Ivan Mikloš will address the opening day of the conference on Thursday, October 21, 2021. The former Minister of Finance will also focus on the future of energy in connection with the growing emphasis on the green economy, decarbonisation and the geopolitical consequences of these trends. In 2021, we are noticing an economic recovery that should not be threatened by the third wave of the pandemic. Developed countries, which are the driving force behind the economic boom, with a high degree of revaccination of the population, should not endanger potential flat-rate lockdowns. "In the short and medium term, therefore, relatively high economic growth can be expected, which can be further strengthened by the faster onset of innovation that always accompanies crisis periods." The European Commission has recently presented a new package of legislation Fit for 55. Its aim is to guide EU Member States towards meeting the target of reducing carbon dioxide (CO2) emissions by up to 55% by 2030 compared to 1990 levels. Mikloš is sympathetic to proposals of Brussels, which may lead to a revision of several energy and climate legislation, including transportation. "We must do everything we can to prevent the fatal consequences of climate change, because if we fail to do so, the consequences and costs will be incomparable to the costs of averting this threat," the renowned economist said. Do not hesitate and take advantage of the discount! We pay attention on booking accommodation as soon as possible. The European Commission is expected to present Gas package 2020 next year. The legislation is to address the sector coupling – the integration of gas industry and electricity market. According to Richard Kvasňovský, gas infrastructure has the potential to be used as a storage of electricity produced from renewable energy sources in the future. The new Executive Director of the Slovak Gas and Oil Association (SPNZ) will chair a panel devoted to development of regional infrastructure at ENERGOFÓRUM® 2019. There are several interesting investments in our region. The electricity sector is working to strengthen cross-border profiles with Czech Republic, Hungary and Ukraine. Much is happening in gas industry, too. „Currently the works are being made on the connection between Slovak and Polish gas systems. The interconnection of Slovakia and Hungary, which is turning 5 years old next year, is developing well and the interest in the pipeline is growing. Last but not least, there is an extension of the compressor station in Lakšárska Nová Ves that helps to create route for larger volumes of gas transported from west to east,“ said Kvasňovský.

The opening day of GAS MARKET 2019 conference in Modra was dedicated to the future role of natural gas and its legislative position in Slovakia and Europe. Director General of Energy Section at the Ministry of Economy of the Slovak Republic, Ján Petrovič, stated, that natural gas accounts for about 24 % of energy mix in Slovakia. With the help of this source, Slovakia has one of the lowest carbon economies in the EU. „Firstly we want to replace coal by natural gas and to replace it as soon as possible,“ he claimed. She thinks that the competitiveness of the gas industry will be determined by the transition towards digitalisation. The requirements of this process are supposed to be high-speed communication, smart devices and the processing of real-time data. Energy Regulatory Office of Czech republic has to consider how to regulate networks with potentially reducing volumes of energy, the adjustment to transition from static to dynamic regulation and how to set up regulation of infrastructure. The 2020 Gas Package is expected to answer many questions. Its objectives should be defined for the first time in June at the Madrid Forum. Although we do not know yet what will be included in this document, ERÚ thinks it will be reflecting on new trends. The actual content of the 2020 Gas Package was labelled as one of potential risks of the near future by Martin Slabý, Chairman of the Board from the Czech Gas Association. Malcolm Arthur of European Network of Transmission System Operators for Gas (ENTSOG) also presented at the conference. Although currently we do not know exactly what the European Commission will propose, one of the pillars will be mirroring common topics from the Clean Energy for All Europeans package. These will reflect governance, open and fair retail market, the deployment of smart meters and consumer protection. It is also important to improve functioning of the market. The tariffs of TSOs will be analysed as well. Under this objective, the EC is processing a number of studies to be completes in 2018 and 2019. You may read more about the first session of the conference at energoklub.sk (in Slovak).

Slovak-Hungarian transit gas pipeline was launched in 2015. Although the gas connection helped to increase market liquidity in our region, its technical and capacity possibilities are not utilized at all. This could change the HUSKAT project that would bring gas from Black sea region to Slovakia and Austria. In 2017 Eustream with partner TSOs Magyar Gáz Tranzit (MGT) a Gas Connect Austria received positive market demand for incremental capacities. Subsequently they negotiated about the future allocation method. The decision was made to use alternative allocation procedure instead of traditional auctions. The second round of bidding held in October 2018 was declared successful by participating TSOs. Transmission capacities at Hungarian-Slovak border were fully book for 7 year period and partly for the next years, too. In accordance with the rules of alternative allocation procedure, some of the capacity owners decided to use step back right and pulled out their capacities. As a result, the third round of bidding for capacities is now open up until April 17. Previously unsuccessful shippers may submit new bids for the remaining capacity. The results should be published on 19th April 2019. The result of the third bid submission window could be one of the crucial factors for the future of HUSKAT pipeline project. However, Austria would prefer direct connector with Hungary via HUAT project. Hungary on the other hand chose to progress with HUSKAT route on the basis of cost efficiency and market demand. Gas Connect Austria opposed the decision with a complaint sent to the Agency for the Cooperation of Energy Regulators. ACER decided that economic test on the Hungarian-Austrian border under the incremental capacity project must be conducted. You may find more information about the HUSKAT and other capacity projects in this article (in Slovak).

The European Parliament adopted an overhaul of EU gas market rules to extend EU rules to all pipelines entering the EU territory from third countries. Ownership unbundling of pipelines and gas supply and third party access should apply also to gas pipelines from non-EU countries. The amended directive gives exclusive competence to the EU when it comes to agreements on new EU gas lines with non-EU countries, also for granting exemptions. For existing pipelines (connected to EU pipelines before the entry into force of this directive), a member state can decide on a derogation within one year after the entry into force of the directive if it is not detrimental to competition. Complicated negotiations on new directive took place while the construction of Nord Stream 2 pipeline between Russia and Germany is proceeding. Slovakia strongly objects to this project. You may find more information on internal gas market rules in this article (in Slovak).
